Publish Active Configurations Draft
Writes the keys the draft has staged to the tenant's live configuration and returns the live configuration as it now stands.
Only the staged keys are written; live values the draft never staged are left as they are. The live configuration is snapshotted before the write, so the previous values are retained as a record.
The draft stops being the active one, so the next request for a draft gets a fresh, empty one. An empty draft has nothing to publish and is refused.
